Bret Strand is a student at Lawndale High. Although he is not seen on-screen, he is mentioned as part of Stacy Rowe's subplot in "Fair Enough".
Bret asked Stacy out and said he'd call her after the first date. He then never called her and pretended he hadn't seen Stacy when she approached him at the school's fete, so he can't have enjoyed the experience.
We have to assume he's popular: Stacy was excited to be asked out by him and Tiffany was interested as well. The Fashion Club members would never associate with someone unpopular.
