Quinn's roommate and closest friend at Pepperhill in the Falling Into College series. At age 10, Fran was badly injured and scarred by an auto accident that killed her parents and seven year-old sister. As a further result of her injuries, Fran is short (under 5 ft tall) and has to eat constantly and carefully manage her diet to avoid deficiencies. After the accident, she was raised by her maternal uncle (David Stamford) and aunt (Beth Stamford). In appearence, she has black/brown hair that falls to her thighs, soft, gray eyes, long even eyelashes and delicately arched eyebrows. She is an Architectural Design major.

Quinn's general confidence and makeup assistance to minimize the appearance of Fran's facial scars has changed both girl's outlook on life. Quinn eventually talked Fran into joining the Theta, Theta, Theta sorority with her, and starting their sophomore year, share suite 3-1 in the chapter house, along with Tammy and Grace.

Alternate versions of Fran

Fran is currently appearing as a character in the current Legion of Lawndale Heroes story arc, and is scheduled to join the Legion. She possesses the metahuman abilities of shrinking, enlargement and mass control; these abilities allow Fran to shrink to subatomic sizes or grow to immense heights (she has achieved a height one mile in height, or 5300 feet), but retain her normal physical attributes (when shrinking; her attributes increase when enlarged in order to support her size). Fran also possesses the ability to shrink other lifeforms or non-living objects; with living beings, her power can keep them at the enlarged/reduced size for twenty-four hours unless she returns them to normal. With non-living objects, Fran can choose to make the transformation temporary or permanent.

Fran also possesses the ability to fly. This was first achieved by a set of artifical wings that were given to her by William Appleton, but after joining the Legion, Fran discovered that she has a very limited anti-gravity power (as a supplement to her mass-control ability) which allows her to defy gravity. Curiously, Fran's power allows her to fly faster as she gets smaller.
